There are a few substances to fill your mandala. Generally people use rice as a filling: it is cheap and it is easy to get. But sooner or later the rice turnes into the nest for the insects, so you have to change this your filling and clean your mandala regularly.
But if you are more prosperous, you may look for more luxurious way to decorated your altar. And here is another way - to use stone crumbs. Well, there are many different stones, and any kind of colored stones can be good.
Hm... If you are really rich, same as Rockefeller, you can consider old turquoise (Wylie: gyu rnying, tib.: གཡུ་རྙིང།) — please beware of fake stones, they are quite popular at the market.
Another kind of noble stones for your altar is red coral (Wylie: byu ru, tib.: བྱུ་རུ།).
And... Of course one of most popular and noble stones in Tibetan tradition is amber (Wylie: spos shel, tib.: སྤོས་ཤེལ།). We don't know how or when this stone came from Europe to Tibetan plateau, but it took his place in this culture. Amber is commonly used not only in the necklaces, such as gencha and gao, but for statues decoration as well. And, as a noble stone, it is also used for altar decoration.

If you do mandala offering practice — common in Ngöndro (Wylie: sngon 'gro, tib.: སྔོན་འགྲོ།) — amber is the best choice as well. When you are doing this practice you should offer the best substances you can get. And again, first of all, precious and semi-precious stones are considered here.

You can use our chart below to estimated how much amber crumb you need. If you do offer 8 Outer Substances (water, flowers, etc) probably you will need to fill 5 or 6 bowls depends on your way to offer the light.
For mandala offering practice you need 2.5-3 kg of amber, as the heap should be big enough to draw the hollow of the hand comfortably.
